Judge Carol Williams Elswick in Office 156 of the Los Angeles Superior Court has never been confirmed by citizens for Los Angeles County Superior Court Judge since orginally appointed in 1993 by then Governor Pete Wilson.
Unchallenged judges never go before voters for confirmation until they have been challenged. Until 2022 this judge has never been challenged.
Recently the California's Commission on Judicial Performance, CJP, handed down it worse public admonishment ever to Judge Carol Elswick for what they described as many incidents of misconduct involving abuse of authority, was particularly serious.
We are not providing her resume prior to her appointment because it dates back 30 or more years ago and serves little to help evaluate her since performance in the Los Angeles Superior Court.
This judges performance is best evaluated now with the written public admonishment, a legal written decision that comes after the Judges fair hearing before 12 of her highest level peers. Their conclusion of her actions on the bench were that she failed as judge.
She was dishonored as her conduct was unbecoming, she abused her authority, and deprived citizens of their rights to fair hearings and representation before remanding them to custody for several weeks without opportunity of bail.
All the citizens she abused were ethnic minorities. Her actions caused defendants to lose jobs, miss undergraduate and post graduate classes insensitively and unnecessarily. Validating this to be the worse public admonishment ever.
Moreover Judge Elswick demeanor has caused concerns to her fellow judges. A Judge in February 2022 speaking anonymously to the Metropolitan News Publisher, gave this assessment of Judge Elswick:
“Not many people like her. She has had many problems with court leaders. She is not a very hard worker or team player. After 30 years on the bench, she is still doing primarily misdemeanors in a branch court.”
Yes after 30 years as Judge she only handles misdemeanors is a branch cout. This alone is very telling of the Judge Elswick's value to our Superior court. After 3 decades she still doing the job of a new judge in training.
